This publication by the Asia-Pacific Centre of Education for International Understanding (APCEIU) was developed to assist UNESCO Member States to integrate and strengthen GCE in national education policies, strategies and plans in order to achieve SDG Target 4.7, and to respond to requests for guidance from policymakers, curriculum developers, teacher educators and teachers. 

As a guide it touches on key debates around GCE as a tool for transformative change and on developing and implementing GCE policy.
